A shower can leak in several ways: through cracked grout and failed silicone, a broken waterproofing membrane under the tiles, a leaking floor waste or puddle flange, or a hot or cold pipe and mixer inside the wall. The water soaks into the floor and wall framing and shows up somewhere else, such as a damp skirting board in the next room or a stain on the ceiling below, so regrouting on a guess often doesn't fix it.
